Tenant wants new carpet and I did not install it quick enought so called Housing Authority on me?
I have a tenant who has been living in my building since 2002. He has informed me that he wants new carpet because he said it stinks now. I went to look at his carpet and decided it would be better to put tile in. Well I have not installed the new flooring yet and now have gotten a letter from the LAHD los angeles housing authority for a huge list of things that he has never told me about besides the carpet. I am going to install new flooring in his unit BUT Do I HAVE TO by law install new carpet in a unit every few years with it being occupied by the same tenant? JUst curious and thank you!! this is not section 8, it is wonderful california rent control with no consideration of property tax, prop. insurance, inflation, repairs , and a sh*t load of maintenance and all other kinds of laws that cost an arm and a leg to keep compliance with. :) Actually section 8 is much better I at least get fair market value and don't have a bunch of freeloaders (not all of them just a few) in my rent controlled building with the law totally backing them up because the gov't does not want to deal with them. The gov't wants the landlords to deal with them, another form of socialism.

In Los Angeles, what authority can I contact about poor management and living conditions in my apartment?
I looked up the Los Angeles housing authority (HACLA) but they seemed to be the place for people who need housing and not people in my situation. The management at my building won't fix problems in my unit including appliances that came with the apartment that have not worked since I moved in. They've also allowed workmen access to my unit while I was there asleep without any prior notice. I need to get in contact with the city's housing lawyers or whoever the people that do that kind of work are but am not sure where to turn. Help?
